Honestly, it depends on what dorm you get and on which campus. Across the 4 campuses, Busch has the most dorms with air conditioning. College Ave also has dorms with air conditioning, as well as a private bathroom. I recommend you to research each dorm on the Rutgers website to get a sense of what each one offers and what would be best for you.
i've heard mixed reviews about living on campus but from my experience, living on cook/doug was not fun. there is no ac on the third floor and the power consistently went out at the beginning of the school year. the showers take a long time to drain and get clogged easily, and i found it hard to make friends since there isn't really a commonplace to hangout in the building. i've heard the apartments on college ave are quite loud and expensive as well.
